On March 10, China MCC organized and convened a thematic symposium on the high-quality development of the "15th Five-Year Plan" to deeply implement the decisions and deployments of the Party Central Committee and to meticulously plan the company's development blueprint for the "15th Five-Year Plan." Chen Jianguang, Member of the Party Leadership Group and Vice President, Secretary of the Party Committee and Chairman of China MCC, attended the meeting and delivered a concluding speech.   

  

The meeting deeply studied General Secretary Xi Jinping's important directives and instructions regarding the "15th Five-Year Plan" and the work of central enterprises. It discussed strategic pathways for promoting the company's high-quality development, integrating the company's draft outline proposals and the content of the interview in "State-owned Assets Report."  

  

The meeting emphasized that 2026 is a pivotal year for planning and initiating the "15th Five-Year Plan" development. It is imperative to accurately grasp the new development stage, thoroughly implement new development concepts, and accelerate the construction of a new development paradigm. Bearing in mind the mission and responsibility of a central enterprise, the directives of General Secretary Xi Jinping must be transformed into impetus for reform and development, ensuring the company's stable and long-term progress and effectively fulfilling its role as a "mainstay" and "ballast stone."  

  

To solidly advance high-quality development under the "15th Five-Year Plan," the meeting put forth five requirements:  

  

Unify Ideological Understanding and Consolidate Development Consensus. Establish and practice a correct view of political achievements, abandon the obsession with scale and speed, scientifically formulate development objectives, and construct a multi-dimensional dissemination system. This will effectively transform consensus into conscious action, ensuring that all personnel act with unified intent and coordinated steps.  

  

Fortify the Foundation of Confidence and Maintain Strategic Focus. Clearly recognize challenges and seize development opportunities. Relying on solid technical advantages, a full industrial chain layout, and a robust talent base, steadfastly build development confidence and maintain strategic resilience to forge new paths amidst evolving circumstances.  

  

Strengthen Team Building and Resolve Talent Shortages. The human resources department must proactively identify gaps, enhance the cadre echelon, and accelerate the cultivation and selection of specialized talent adaptable to new fields and domains. This will transform talent advantages into a decisive force for plan execution.  

  

Adhere to Leading by Example and Foster Development Synergy. Headquarters' functional departments should take the lead in practicing "governing with virtue, impartiality, innovation, simplicity, and integrity," adhering to the "Four Simplifications" corporate philosophy. Efforts should focus on reducing the burden on grassroots levels, fostering a clean and upright atmosphere, and ensuring unified action from top to bottom.  

 

Reinforce Responsibility and Improve Execution Mechanisms. All departments must strengthen political, ideological, capacity, and work style development, break down departmental silos, and establish collaborative mechanisms. Strict discipline and efficient execution will ensure the solid implementation of the plan, ultimately achieving high-quality development.
